After shelving CoI for four years, Omar Abdullah led govt constitutes Koul Commission to probe 2010 killings =>The State Cabinet Thursday appointed a one-man judicial commission to probe the killing of over 120 civilians during 2010 summer agitation. Justice (retd) M.L.Koul who is also probing the Gagrin Shopian killings at the hands of CRPF will head the Commission. According to CNS the cabinet meeting chaired by Chief Minister Omar Abdullah decided to constitute a one-man commission to probe all the killings of 2010. More than 120 persons were killed in action by security forces during the agitation in Kashmir Valley in 2010. The government had appointed a commission in 2010 to probe the only 17 killings that had taken place till July that year. When contacted Justice (retd) M.L.Koul told CNS that he has not received any note from the government so far in this regard so he can’t comment on the issue. Pertinently, Omar Abdullah led government had shelved the Commission of Inquiry (CoI) ordered into the killing of youth in police and paramilitary CRPF firing during the 2010 summer unrest in Kashmir. The State government had ordered the CoI into the killings of only17 youth out of about 120 civilians killed by police and paramilitary forces during pro-freedom protests in June 2010 after the Machil fake encounter. The CoI headed by Justice (Retd) Syed Bashir-ud-Din was entrusted with the job to complete the probe in three-months up to October 2010. The CoI, with Justice (Retd) YP Nargotra as member, had recorded statement of witnesses into the killings and even the accused cops and forces. After getting cold response from the state government, the CoI headed by Justice Bashir-ud-Din opted to quit the job and accordingly it was shelved. Justice Bashir-u-Din that time had maintained that his report was based on statements of witnesses, circumstantial and scientific evidences and had indicted police and paramilitary CRPF personnel in those cases and recommended measures to prevent such incidents in future, but the report could not be made public due to shelving of the CoI.
