After the Watergate scandal, it became increasingly difficult for even the most ardent Republican ideologue to deny that Richard M. Nixon was a crooked, conniving, power-mad politician who used the I.R.S. for his own political purposes, snooped illegally on his enemies, and spat on Constitutional rights.
