After the end of apartheid in South Africa[for those who do not know, apartheid is a system whereby the black majority in South Africa were deemed less human and do not enjoy same rights as the whites], a new term became used to classify the others. You know the others that are unemployed, that are poor, that are vulnerable, the women[i dont mean Patience Jonathan or bimbola fashola because those ones are MEN], the aborigines, the youths[if you are 56 years and you are poor and unemployed or not engaged profitable personal business, then you are a YOUTH], the minorities, the disabled, the gays, the lesbians, the insane. The euphemistic term that is being used is called exclusion. The issue is that the EXCLUDED OTHERS are in fact the majority just like the BLACKS in SOUTH AFRICA in those days of APARTHEID. But this term masks this reality by advancing the notion of INCLUSION.
