I think this AVer is implying that you are only paralysed if a doctor diagnoses the condition and reports it to WHO and thus before vaccine campaigns non-polio AFP didnt exist because the cases were not recorded. So better diagnosis does not increase paralysis, but does increase the number of reported cases of paralysis. Failure to grasp this simple concept really does limit her ability to understand the data but of course, this AVer does not let lack of ability get in the way of thinking she understands this data better than epidemiologists.
