If we believe in the statistics of Uttarakhand government, available through Google search you will be surprised to learn that according to the UK administration the crime graph in Uttarakhand is on the decrease and the police of the state is so efficient that the resolution data is 80% of the total figure of crime registrations. But the fact of the matter is that as per the information of 2011-12 about 60 percent of the area of the Hills, particularly in the interiors, the law and order situation is manned by the patwaries who are primarily the revenue officers and have now been promoted as sub inspectors, having no experience whatsoever in terms of controlling or countering of crime. These inexperienced patwaries are on strike for the last two years demanding salary increase to the level of sub inspectors of the state police. But from the govts side no concrete solution have been found till date. As a result the crime graph unofficially inside the hills is on the increase and the peoples security and safety is at stake , particularly that of the women who are considered the most vulnerable lot of the society. Surprisingly about 33% cases of killings or murders pertain to dowry deaths which is shocking. Since the patwaries are not fully trained as police officers and are inexperienced to some extent to tackle law and order the majority of the crime goes unregistered at the village level. Moreover as per the governments revelation till few years back about 1000 posts in the hills were unmanned as there was no arrangements to look after the law and order situation at the decentralized village level. The government should employ young personals in the police force and train them to curtail the increasing crime in the hills. The recent incident of double murder of a Bengali Delhi couple in Chakrata and incidents of abominable rapes and subsequent brutal murder as that of a 7 year old innocent girl in Pithoragarh, Uttarakhand speaks of the fact that the crime rate is on the increase and the police have failed to tackle such critical situations in order to instill confidence and faith amongst the law abiding citizens of the state. The law should be too strict to deal with such harsh human beasts and shall be hanged till death to ensure that such hardened criminals in future stop their such obnoxious activities.
