One of the IPMRs that we trained is Timuay Bobby Lingating. In the course of our trainings, Timuay Bobby Lingating has shown effective leadership and dedication to the cause of the indigenous peoples. I actually knew him even before Salig-Lumad, as a passionate and articulate IP Subanon leader. Not too many people are used to encountering strong IP leaders who, despite his critique of society, continues to engage government and civil society. That is probably why he was met with some legal accusations. The NCIP independent fact finding report, however, can attest that he has the trust and confidence of his constituency. I respectfully and humbly endorse his request for reinstatement as deserving of your sincere consideration. Please allow me to take this opportunity to inform your office that we are preparing a formal proposal to convene all the Indigenous Peoples Mandatory Representatives in Mindanao this coming November. And as per our meeting with the Development Academy of the Philippines, National Commission on Indigenous Peoples, I am assigned to send you our invitation to give an inspiration speech during the 5-day assembly. The meeting is calculated to pave the way for the formation of a federation of Mindanao IPMRs.
