Members/ Office Bearers/ All others concerned Dear comrades, Sub: - 1. Pension parity case before the Hon’ble Supreme Court on 28 and 29th October, 2014. 2. Our meeting with the Secretary, DFS, MOF, GOI on 30-10-2014 at New Delhi. We have already informed all concerned by mobile message that Pension Parity cases listed for hearing for final disposal came up before the Bench of Justice J S Khehar and Justice A Mishra on 28-10-2014 at the fag end of the day as the Bench did not hear any case till the lunch time due to Justice A Mishra sitting on a different Bench till that time. Our case was listed at item no. 8 in court no. 6 and when this was taken up for hearing the Junior Advocate present on behalf of the GOI prayed for adjournment again like the previous date i.e. 09-09-2014. But all the Advocates from the employees’ side firmly objected to this and the Hon’ble Court decided to hear the case on 29th October, 2014. On 29-10-2014 our case was at item no. 2 at court no. 5, the hearing started without the presence of Senior Advocate from Government of India and as desired and allowed by the Hon’ble Court, two Senior Advocates of the employees’ side presented their arguments before the Hon’ble Bench, almost for the whole day on 29-10-2014. The court adjourned the hearing till 13-11-2014 when arguments of other Senior Advocates are to be heard by the Hon’ble Court. Appointment with Dr G S Sandhu, Secretary, DFS, MOF, GOI on 30-10-2014. We met Dr G S Sandhu at about 12:30 p.m. when Sri A K Dogra, Deputy Secretary, DFS, MOF, GOI and other Senior Executives were present. We discussed on the following issues – Proposed RRB Act Amendment. Our demand of State level RRB under NRBI – delinking of RRBs from Sponsor Banks. Parity of Other Allowances and other benefits in line with NIT Award/Supreme Court orders. Extension of TU rights and special leave to the Leaders in RRB sector. Amalgamation of RRBs - Present phase to be completed as per Vyas Committee recommendations – follow up from the DFS, MOF, GOI. Various problems arising out of amalgamation as in case of Telengana, Haryana, Rajasthan etc. Within busy schedules of the Secretary, we could make out certain specific points when he gave us patient hearing and advised for further discussions on other issues raised by us with the Deputy Secretary and other Executives. We then had a long discussion with Sri A K Dogra, Deputy Secretary, DFS, MOF, GOI on the above issues as also on other pending issues before the JCC, issues recently extended in the banking industry including compassionate appointment, benefits in NE and hilly regions, benefits for part time/daily waged/casual workers, follow up with State Government for amalgamation of RRBs, IV Pay Commission benefit in Rajasthan, disputes in Sarva Haryana Gramin Bank and our demand of staff option and change of Sponsor Bank for Telengana Gramin Bank etc. We also had a long discussion with Sri Govind Ram, Under Secretary, DFS, MOF, GOI separately on various issues including restructure of RRBs and Pension Parity which is now before the Hon’ble Supreme Court for final disposal. As transpired from the discussions some of the issues are under process and some of them are expected to be sorted out soon. As regards benefits to part-time/daily waged/casual workers we requested to re consider the stand conveyed in the minutes of JCC meeting held on 24-09-2014 and also to consider other issues in the light of discussions in the above meeting as also as decided in the second and third JCC meetings.
