Know that MARINA has started accepting application for the issuance of COC and EC via online application system. They have also opened an inquiry corner at the 5th floor to cater inquiries and answer confusion of seafarers about the transfer of power from PRC to MARINA. However, because of the volume of seafarers seeking clarification, there is now the long queue/line just for the clarification of some issues (see picture). There may not be a need for you to go and inquire personally at MARINA. Furthermore, please be also informed that: - For purposes of transition from STCW-1995 to STCW-2010, Renewal/ Revalidation of COC/EC for the Management Level can now be applied to MARINA even without having MLC training and with only NAC certification but with the 1day updating training on PSSR. However, be aware that seafarers will only be issued a validity of certificates until 31 December 2016 in this case. This is just to give seafarers some time to complete all required training per STCW 2010 Manila Amendments before its full implementation on 1 January 2017. - Nonetheless, as stated above, there is still a need to complete all the required training in order to revalidate your COC beyond 31 December 2016. Avior strongly advises its seafarers to take one at a time each functions of MLC during their vacation including the required refresher before 31 December 2016. - Good news is that if ever you have completed all the STCW-2010 requirements for the revalidation/issuance of certificates, MARINA will issue your COC and EC beyond the December 2016 with validity of up to 5 years.
