All Please post any comments on possible changes to this letter. Yes, I know someone / all would say we should be able to grow for free but that just will not happen here in CT. As many of you are aware, growing has been left out of the Medical Marijuana laws in CT. Nothing says you can or cannot grow in the state for Medical purposes, just that we are allowed 2.5 oz. a month. Serious comments only! If the state wants to make money on Medical Marijuana, then so be it. I myself would rather pay $500.00 in tax a year than 12,000.00 for medication. You can write the tax off but not the medication. Be kind. To whom it may concern. I am a Connecticut MMP Patient. Since I was recommended Medical Marijuana by my physician and never used it until then, I find it unrealistic for me to put family and friends in danger to find marijuana for me. I understand that the State of Connecticut wants to somehow generate revenue from the sale of Medical Marijuana. In todays “marijuana market” 1 oz of marijuana will cost me about $400. For my month’s supply that would be around $1000! Yes let me say that again $1000! Out of that $1000 the state would get a percentage from the cultivator, pharmacist and Medical Marijuana users inflating the price beyond the reach of almost all Medical Marijuana users in the state including myself I would like to propose a per plant tax for home growing of Medical Marijuana. Let me explain how it may work. 1 Marijuana Grow Tag = $125 to be paid to the State of Connecticut. Allowing 1 female plant in flower stage. There is a 50/50 chance for a male plant This allows for 1 seedling and 1 plant in vegetation state. Both are unusable to the patient. Max of 4 Grow Tags for each patient would allow for 4 seedlings 4 weeks 4 vegetation state plants 4-6 weeks 4 flowering plants 4-6 weeks TOTAL COST of TAX $500 for 4 female flowering plants at any one time during the calendar year. Total time from seedling to usable Marijuana is about 12-16 weeks. 4 plants half are male = 2 2 plants every 1.5/2 months or about 1 usable plant per month. If the state gets $250/lb. from the grower and the patient grows 12 plants at 2.5oz each then the state gets $250/16oz=$15.62oz tax rate If the state collects $500 for 4 plants a year @ 2.5ozx12=30oz per year at 15.62 an oz. then the state would collect a total of $495 from a grower compared to $500 from an already strapped for cash patient. The patient benefits: 1) The patient is only paying $500.00 a year compared to $12,000.00! 2) Patient could afford to use the whole plant not only the flower. a. The stems and leaves can be juiced allowing for THCa and CBDa, both non psychoactive compounds that have great anti informatory properties when used over a long period of time 3) Sense of healing, pride and accomplishment when they may need it most, “A reason for being”. 4) Number 4 from below, everyone helping one another. 5) Groups, companionship and new friends, great for the healing process. The State benefits: 1) The state would collect about the same tax for the same amount of product. 2) Lower cost to the state on testing 3) Lower cost on regulating 4) If the patient was growing more than 4 female flower plants at any one time a penalty of $200.00 per female flowering plant could be imposed and that money could be split at 50% to the state and 50% to a fund to help offset the cost of medication that patients who cannot grow their own. Points to consider: 1) After the patient buys his Medicine from the pharmacy, opens it, there is NO way to track it! 2) The patient who grows it has ownership! They will be more likely to hold onto it. 3) Worried about theft of Medical Marijuana? The 2 year old Oxycodone in the bathroom is way more dangerous than Medical Marijuana. 4) Don’t home grown vegetables always taste better? 5) Tomato’s, rhubarb and green potatoes can kill you. Marijuana will not! 6) Allows the patient to afford their medication as it is not covered by insurance. Thank you for your time on this matter.
