All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives. -------Article 1 Section 1, U.S. Constitution Placement of the word ALL is not accidental. The Framers understood that delegation of powers had been a problem in English constitutional history and thus they put it there specifically to prohibit delegation which had long been associated with absolute power. Separation of Powers has a purpose obvious to all but the most learned Constitutional professors, community organizers and SCOTUS justices. Congress should not sit idly by while any President usurps their exclusive powers.
