SAT & DSD Company – Means the owner of the ship. Security incident – means any suspicious act or circumstance threatening the security of a ship. or Any incident which breach the security. Security Level - means the qualification of the degree of risk that a security incident will occur. Security Level 1 (Normal)- means the level for which minimum appropriate protective security measures shall be maintained at all times. Security Level 2 (Heightened) - means the level for which appropriate additional protective security measures shall be for a period of time as a result heightened risk of a security incident. Security Level 3 (Exceptional)- means the level for which further specific protective security measures shall be maintained for a limited period of time when a security incident is probable or imminent although it may not be possible to identify the specific target. Restricted Area- A restricted area means a space that is essential to the operation, control or safety of the ship. The ship security plan should identify restricted areas. The purpose of identify restricted areas is – • To prevent unauthorized access. • For safety of ship personnel. • Protect cargo & ship stores from tempering. Restricted areas: 1. Bridge 2. Engine Room 3. Engine Control Room 4. Crew Accommodation Areas 5. Cargo Control Room 6. Cargo Pump Room 7. Spaces containing dangerous goods/ hazardous substances. 8. Steering Gear Room 9. Ventilation and Air Condition Equipment Room 10. Cargo Tanks or Holds 11. Stores lockers for ship stores 12. Emergency Generator Room 13. Fire Fighting Control Room Access point to the ship: 1. Gangways 2. Ladders 3. Ramps 4. Doors and shell gates 5. Mooring Lines and Anchor Chains 6. Low Decks 7. Cranes & Hoisting Gear Contingency Plan: SSP Contains Contingency measures and procedures for different types of threats: • Bomb threats on ship • Bomb threats in port • Evacuation of ship • Response to suspicious activity • When entering hostile water • When pirates or terrorist board the vessel. Reason/ objectives of SAT/DSD: • Following threats raised in ship for which SAT/ DSD are formed: 1. Terrorism 2. Piracy 3. Opportunistic theft 4. Stowaway 5. Smuggling • Possible threats to the maritime industry: 1. Unlawful acts 2. Stowaways and Migrants 3. Piracy and armed Robbery at sea 4. Act of terrorism. • Unlawful Acts: Drug Smuggling Bomb threats Sabotage • Stowaways: A person who is secreted on a ship without the consent of ship owner/ master and who is detected onboard the ship after it has departed from a port/ while unloading in the port of arrival. • Possible kind of search: Luggage search Body search Bomb search Stowaway search • Security equipment of ship: Equipment varies in design from ship to ship. Equipment may include: Padlocks for securing restricted area Passes for visitors CCTV X- Ray machines for luggage and store inspection.
