All the police have to do to help stop criminals from getting away on a high speed chase is build a vehicle that would take up the whole god damn road that also has an impact wall on the rear of it or something so when or if the criminal runs into it he would only die probably and not the policemen in the vehicle. Who gives a damn if it causes a traffic jam. You can catch the criminal easier if they get stuck in a traffic jam. Sooner or later the rest of the criminals will catch on and know they will get caught and piss a lot of people off by causing traffic jams on the highway that all those motorists would want them dead anyway so they would stop committing crimes and even going fast on highways.
