Allegedly theres some laws and/or executive orders that make it illegal to travel whenever the governors say so, when they declare an emergency or shelter in place, in NY, MA, etc., violation of which results in fines, etc. The Constitution does not allow for sacrificing liberty for safety or security; liberty protections being guaranteed in the Bill of Rights, except as enumerated at Art I Sec 9 Clause 2: The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it. Suspension of peoples right to travel or implementing curfews is not a part of that constitutional exception.
