Allow me to post urgent job opportunities for my fellow Iskolar ng Bayan alumni who want to help our brotters and sisters who were affected by typhoon Yolanda in Panay island (Iloilo and Capiz provinces only). Thank you for this opportunity to share these job opportunities here and at the same time, encourage fellow alumni to contribute their skills in helping the Yolanda victims in the country. REHABILITATION OF LIVELIHOODS AND RESILIENCE ON PANAY ISLAND / PHILIPPINES Organisational and Project Profile: HEKS (heks.ch) an international NGO from Switzerland in joint venture with Task Force Mapalad, Inc. (taskforcemapalad.org/) is running a project in Panay to help the victims of typhoon Yolanda. After a first emergency and early recovery project that provided food, work and shelter to vulnerable communities in Capiz province, HEKS-TFM will focus on the rehabilitation of livelihoods and resilience. Project Team Leader (1): - To be responsible for the overall project implementation in coordination with the HEKS Humanitarian Aid delegate; - To lead and be responsible for the planning and, implementation, of HEKS and TFM-managed project activities and operations (finance, logistics, human resources and administration) in Panay island according to objectives and activities outlined in the project proposal “Rehabilitation of livelihoods and resilience on Panay Island”; - To set up together with the HEKS HA Delegate a monitoring and evaluation system - To ensure compliance with HEKS / TFM guidelines, donor requirements and international standards - To be responsible for developing and maintaining strategic partnerships; - To lead in coordination and networking at the provincial, municipal and local government (LGUs) levels in pursuit of project goals and adherence to grant and donor requirements, agreements and standards; and - To coordinate with the HEKS Humanitarian Aid (HA) delegate for the technical and financial aspects of the implementation (conduct coordination meetings all 14 days) - To ensure that reporting requirements from HEKS and backdonors (Swiss Solidarity, LBS and NCA) are met on time - To ensure that all HR issues (TFM staff) are according to Philippine Labour laws and that job profiles for each position are available and tasks and responsibilities match with these job profiles - Keep HEKS abreast of the current situation (economic, social, political and environmental developments) especially concerning security issues . Administrative and Finance Officer (AFO) A. Finance: - Make sure that all financial transactions are carried out and recorded in accordance with standard financial procedures. - Regularly review the float, loan and salary advance registers. - Carry out a cash count together with the finance delegate every two weeks. - Monitor cash flow and inform finance delegate about status - Prepare monthly payroll and submit to finance delegate. - Check the month end cashbooks together with the finance delegate, and ensure that all book-keeping and coding is accurate. - Ensure that all financial records are properly kept and report to finance delegate. - Prepare an analysis of the cashbooks, management report, comparison with budget, and commentary at the end of the month. - Assist in the preparation and review of budgets. - Monitor actual expenditure versus budgets. - Assist in preparation of financial reports to donors, in liaison with finance delegate. - Assist finance delegate to develop appropriate financial systems and help all staff to understand and work with them. - Provide support to the office in all other financial matters. - Manage the Cashier/Admin Assistant. B. Bookkeeping: - Check, verify and classify accounts (request for cash reimbursements; payments, cash advance liquidations, cash receipts); - Prepare journal vouchers for accounting adjustments (recap of cash adjustments, interests on savings deposit, bank charges, liquidation of cash advance, computation of depreciation of property & equipment) - Check the following computations: • Payroll including SSS, Philhealth, PAG-IBIG, Withholding Tax computations summary; • PAG-IBIG monhtly collection lists, SSS quarterly collection lits - File copy of basic accounting documents to the finance file. - Bookkeeping and related work; • Cash Disbursement book recording • Cash Receipt book recording • General journal book recording • Recap of Cash Disbursement book entries • Recap of Cash Receipt book entries • Subsidiary and General ledger posting • Trial Balance preparation • Preparation of the following schedules (Accounts Receivables, Cash Advances, Salary Loans Receivable, Loan Receivable, Accounts payable, Loans Payable) • Bank Reconciliation Statement - Prepares bills and statement of account - Financial report preparation • For internal Administrative purposes • For Donor Agencies - Organization Relationship – Reports to Financial delegate C. Administrative - Manage the purchase, distribution, use and repairs of all office equipment (e.g. computers and photocopier). - Ensure that all computers have appropriate software. - Ensure that the security procedures are implemented. - Ensure that there is appropriate accommodation and furniture for both office and staff houses and that there is a valid lease contract. - Assist finance delegate to negotiate any changes to the property contract, or improvements to the property, with the landlord. - Oversee all administrative filing and records, and archiving. - Assist finance delegate to ensure that all major financial (or other) commitments with other parties are covered by a legal written agreement. - Provide support to the office in all other administrative matters. - Manage the Driver and Janitor. D. Human Resource: - Assist finance delegate to ensure that all staff have valid contracts and job descriptions, and that they understand them. - Assist finance delegate to implement performance review and performance management for all staff. - Prepare the staff list every month. - Maintain the leave register. - Review the structure of the staff contracts. - Support project management in the recruitment of new staff. - Review staff training needs and inform project management - Maintain HR records, including staff lists, staff files and the leave register. - Ensure compliance with local labour law regulations on all staff matters. - Provide support to the finance delegate in all other HR matters. E. Vehicle Management: - Together with the logistician allocate vehicles to journeys (particularly making sure that project staff are dropped off and collected in as efficient a manner possible). - Ensure that an agreement with a fuel supplier is established and that it is valid, fair and works well. - Ensure that logistician prepares monthly vehicle/fuel reports. F. Others: - Produce a monthly written report for the Finance delegate - Deputise for the Finance delegate when necessary. - Monitor security situation and report to project management as necessary. - Ensure staff comply with security guidelines. - Undertake any other duties that may be requested by the Finance Manager. Cashier / Finance / Administrative Assistant A. Finance: - Maintain cashbooks and accounts records. - Make payments, including preparing payment vouchers. - Receive cash, including preparing receipt vouchers. - Maintain float, loan and advances registers. - Prepare monthly payroll and salary payments. - Prepare month end cashbook. - Cash bankers’ drafts as required. - Produce personal bills for all personal use of phone, photocopier and vehicle. B. Administrative - Maintain all administration files. - Receive, distribute, circulate and file all documents that come into the office. - Distribute documents to other agencies (in consultation with finance delegate). - Ensure that all communications are properly referenced and recorded. - Book accommodation and arrange airport pick up (by order of finance delegate) - Make arrangements for meetings and workshops. - Maintain and manage a suitable stock of office stationery. - Receive visitors to the office in a polite and helpful way. C. Others: - Assist with logistics when asked for by the finance Delegate, - Undertake any other duties that may be requested by the Finance Delegate Logistics Officer (1): A. Logistics / Procurement: - To enforce logistical procedures of HEKS on the mission. - To use the procedures approved by HEKS Head Quarter (HHQ) and implement documentation and proper logistical follow-up of the vehicle pool (car, motorcycles) and devices (vehicles, assets, inventory, IT, telecom) - To be responsible for the procurement of project inputs needed in consultation with project managers; - To be responsible in the provision of timely and suitable logistical support such as transportation and deliveries of supplies to project areas; - To be responsible in resolving issues related to procurement and logistics requirements of the project. - To ensure that logistical guidelines (HEKS and TFM) are complied to and to implement documentation and proper logistical follow-up - Work together with the finance delegate regarding financial aspects of equipment purchases (quotations, selection table, selection committee, contracts etc.) - Receive and distribute goods in a professional manner (count goods in and out, make sure that paperwork is complete). - Ensure that all logistics and warehouses paper work is properly completed and stored (e.g. delivery notes, stock cards); and - Oversee warehouses if necessary B. Vehicle Management: - Assist finance delegate in the management of vehicles (1 vehicle and 7 motorcycles) allocation based on the needs on the ground. - Inform vehicle user about proper logbook documentation and follow up and report to finance delegate any mishandling / none compliance - Check if user of vehicles comply with regulations (safety equipment, first aid kit) - Assist finance delegate in planning of vehicle maintenance - Assist finance delegate in preparation of leases for additional vehicles as needed (trucks etc.) - Prepare monthly vehicle fuel reports C. Others: - Assist finance delegate to monitor computer and office equipment and telecommunications - Assist finance delegate in the maintenance of offices and establish inventory lists - Provide support to the office in all other logistics matters - Manage the driver Project Managers (3): There will be a Project Manager for each of the 3 project components: livelihood (1), land rights (1), and disaster risk reduction / DRR (1). - To be responsible for the implementation of all support activities, training and other activities covered by the project component under its responsibility as project manager; - To prepare work plans and cash flow (financial plan) for the implementation of activities; - To monitor the spending of the budget under the project component of his/her responsibility and other related matters that may be needed for the project implementation; - To conduct regular monthly field monitoring, in coordination with the M&E Officer of project implementation in their respective areas of responsibility and submit a fieldtrip report summarizing the findings to the project management team (team leader and HEKS HA delegate); - To directly report to, and be supervised by, the project team leader. - To prepare reports for the backdonor covering all information in the relevant component - To supervise and organize Community organizers to conduct all necessary project activities Community Organizers (6): Two (2) community organizers (CO) will work in Dao, one (1) in Pan-ay and Pontevedra, one (1) in Pilar, one (1) in Carles, and one (1) in San Dionisio. - To be responsible for the implementation of project deliverables at the community level according to the 3 objectives and activities defined in the project’s logical framework and project proposal, - Objective 1 (Livelihoods): To be responsible and work directly with vulnerable households of fishers, small scale farmers and seasonal workers and communities affected by typhoon Haiyan, government agencies, and LGUs at the barangay and municipal levels to help rehabilitate livelihoods (activities to be carried out but are not limited to the following): Identification of beneficiaries, organizing of target beneficiaries, farm planning, establishment of model farms, asset replacement, distribution of agricultural and other inputs, accompanying/monitoring of agricultural and alternative livelihoods (small scale business) activities, farmer exchanges, support identification of key persons for trainings and support conduction of skills trainings etc. - Objective 2 (land rights): To be responsible for all community organizing and mobilization activities at the project sites including the following activities, but are not limited to, the following: conduct of research and documentation on target landholdings for the project beneficiaries; help facilitate the conduct of trainings needed by the project beneficiaries, farmers and community leaders; assist in the conduct of paralegal trainings; farmer assemblies and dialogues with government agencies; setting up of agrarian reform beneficiaries organizations (ARBOs); setting up of land acquisition and distribution (LAD) tracking and monitoring system; formal installation of ARBs on their farm lots; among others; and - Objective 3 (DRRM on community level): To be responsible and to work directly with the targeted communities to promote community resilience against natural disasters. To achieve this objective these activities have to be carried out (if necessary other activities will be added): support establishment of barangay DRR committees, train and equip barangay DRR committees, assess and update existing DRR plans, conduct simulation exercises in targeted barangays; raise awareness on DRRM in target barangays; mobilize project beneficiaries to participate in reforestation activities, coordinate with DENR and LGUs to carry out reforestation activities, support preparation and implementation of reforestation activities and conduct necessary monitoring and follow up; identify households for individual tree planting and distribute tree-seedlings. . Lawyer (1): - To provide legal support in general and specific legal support for all project activities and legal issues concerning the land rights objective of the project. - To provide free legal advice upon consultation with project beneficiaries on legal matters affecting the land rights objective of the project; - To be the resource person for the in the conduct of trainings related to RA 6657, circulars, memoranda and administrative orders. - To be responsible for the preparation of pleadings and/or documents and handling of agrarian cases filed before the PARAD, DARAB or regular courts and other land rights related cases filed by or against the project beneficiaries. Assistant Team Leader (1): - To be responsible for all the research, documentation and communication activities required in the project implementation. - To assist the team leader in project implementation. - To assist the team leader in the documentation (i.e. success stories, case studies, photo essays) of project successes and best practices by working closely with the project managers. - To collect and file field trip and monitoring reports and share them with the management team (Team leader and Humanitarian aid delegate) - To ensure together with administration staff that documentation is available and that documents are filed properly (file management) - To draft press releases (if necessary) to inform about project activities - To support organization of team events (capacity buildings etc.) - To document project activities on the ground (pictures, video) and share with project management (team leader and humanitarian aid delegate) - To contribute to knowledge management and learning agenda. - To ensure that plans (i.e. operational plans, action plans, etc.) are implemented based on agreed targets and timelines. Monitoring and Evaluation Officer (1): - To ensure that the that project processes and standards are adhered to - To develop together with the team leader and the humanitarian delegate at the beginning of the project a M & E plan based on the M&E activities explained in the project proposal - To ensure that the formulated M&E plan is implemented and updated as needed; - To ensure that database systems are operational and maximized in capturing, analyzing and reporting relevant project information; - To provide guidance to community organizers and other staff in project development and in community situation analysis, planning, monitoring and evaluation processes through appropriate participatory and gender responsive methods. - To assist the assistant team leader in identifying priorities for and in the conduct of program monitoring and documentation. - To give regular feedback (bi-weekly) to the project management (team leader and humanitarian aid delegate) re project progress and challenges Training Officer (1): - To assume overall accountability for building and developing the capacity and technical skills of the most vulnerable households through livelihood skills training, life skills training, DRRM training, mentorship support to the ARB organization and community leaders, and other appropriate capacity-building measures; - To assist the project managers in organizing and facilitating all training activities in the project sites. - To prepare and organize all trainings in consultation with the concerned project managers - To support identification of key persons (resource persons) in the targeted communities to be trained for the Training of Trainors (ToT).
