Almost 200, yes 200 CONTAINER VANS of rice and relief goods are still at the Port of Cebu because DSWD (Social Welfare) is required to pay a crazy fee to get release? What??? As they figure out the red tape, all these food from Algeria and other countries are nearing the expiration dates. More than 6 months after, they still havent figured this out.
