Although few people will read this, Id suggest the conclusion is worthwhile. Essentially they looked at a collection of indicators for outcomes for health and education in England, Wales and Scotland, two areas of policy for which control has been devolved. I quote from the discussion at the end: the nature of the differences revealed by our analysis suggests that the ‘top down’ model of public services reform adopted by the UK government in England appears (in general) to have been more effective in driving up performance than the more consensual approaches adopted by the devolved administrations in Wales and to some extent in Scotland. Devolution does seem to have made a difference but there is scant evidence of a ‘devolution dividend’. There are some caveats (time period, data doesnt cover every possibility etc.) but informative.
