Although flawless counts are impossible to come by – the transient nature of homeless populations presents a major difficulty – the U.S. Department of Housing and Urban Development (HUD) estimates that 62,619 veterans are homeless on any given night. Over the course of a year, approximately twice that many experience homelessness. About 1.5 million veterans are considered at-risk of homelessness. At risk is defined as being below the poverty level and paying more than 50% of household income on rent. There were an estimated 140,000 veterans held in state and federal prisons.
