Altogether, nearly 80 per cent of the top 200 institutions across arts, science, commerce and engineering are located in/around Tier 1 cities - New Delhi (37), Mumbai (33), Bengaluru (26), Chennai (23), and another 34 spread across Ahmedabad, Kolkata, Hyderabad and Pune. Why are the best HE institutions located in/around Tier 1 cities? An obvious factor is that HE institutions in Tier 1 cities are home to or attract the best students and faculty. This is not to deny that good students or well-qualified faculty do not opt for HE institutions located in smaller cities or towns if these institutions—such as IIT Kharagpur, BITS Pilani or NIT Rourkela (all of which are among the top 20 engineering colleges and located in Tier III cities)—offer a supportive academic environment and good quality education. However, the numbers tell us that these institutions are exceptions. In 21st century India, the more educated men and women, including the professoriate, prefer to reside in the largest cities. Such cities offer promising opportunities and good services, including suitable employment, choice of schools and health care and a better quality of life. And of course, there is the lifestyle factor. Can one eat even half-decent Chinese or Mughlai food in Kharagpur or Rourkela?
