America didnt give visa to Narendra Modi. Narendra Modi gives visa on arrival to whole America. PIO(people of Indian origin) & OCI(overseas citizenship of indians) programs getting merged Also life long visas for PIOs , now PIOs can stay as long as they wish without any police hassles.
