An ambitious homeless intervention put together by the mayor’s office, Councilwoman Virginia Marquez and Police Chief Jarrod Burguan passed the San Bernardino City Council on Monday. It tackles a homeless population of at least 950 — based on a point-in-time count that determines funding — or an estimated 2,000 based on services provided, costing the city an estimated $14 million to $27 million per year in direct and indirect costs, according to the report city staff prepared.
