An amendment is needed. it is not a question of where does the show begin or end, it began with Reagan and therefore, as they say in show business, the show must go on. Thus in a show of leadership skills the President must salute all members of the armed forces. No casual hand gestures will suffice either. Thus no holding dogs, no holding styrofoam cups while walking ten feet ahead of the First Lady on your way to a climate change meeting (WTF? It was styrofoam?), and no total ignoring the duty either as did Ike, Grant, Lincoln, Jefferson and Washington who all clearly lacked leadership skills because they NEVER did it! Therefore, in the name of showmanship (artistic skill in performing theatre), oops, leadership, and to appeal to the audience in performing the essential theme of Check me out, I am playing Army, whenever a person in uniform hand salutes the President, the President must perform a salute of rifle shots, and when the President is saluted with rifle shots the Presidents must return a salute of cannon fire and so on and so forth followed by all hoisting up 21 flags.
