An open letter to the Sindh Minister for Excise & Taxation Reform the motor vehicle department or quit Dear Mr. Chawla, You did not respond to my earlier letter sent about three weeks back. Perhaps you did not read or understand the letter. An educational system that pockets a grant of Rs.1.2 billion by imparting ghost training to ghost teachers of ghost schools is showing its expected results. In my letter I had stated that out of the entire fleet of twenty seven thousand or so Sindh government vehicles, not one has paid its motor vehicle tax for past many years. Some four to eight thousand such vehicles are not even registered with the Excise & Taxation Department. I had requested that the motor vehicle tax be demanded from citizens only after the Sindh government can demonstrate its own compliance. I had also requested that steps be taken to improve the motor vehicle tax payment system. Eliminate the need for citizens to visit tax offices by introducing on-line or telephonic money transfer system. The tokens / stickers should be sent by post instead of customers having to make numerous visits to collect them from the tax offices. Finally the issue of number plates. A Karachi citizen writes in the Dawn newspaper of 9th August 2014, “ It has been two months since registration, and I have not yet received the official number plate. The Excise and Taxation department says that they do not have funds to make new number plates. They have stamped on the registration book ‘number plate not issued’. Our car is stopped frequently by the police, who is not willing to accept this argument. Our car has now been locked up in a police station. Can anyone help? “ Dear Mr. Chawla, one understands the financial gains made by your department by delaying the issue of original number plates. Can you please resolve this matter so that every vehicle on the road has an original number plate - issued immediately at the time of registration and without resorting to the established principles of speed-money. naeem sadiq
