Basically, he just used answers others had previously given and pretended they were his own. In one instance, on a questionnaire “he” filled out, Johnson stated he’d “continue to sustain common DHS intelligence standards as well as build privacy and civil rights protections into its operations, policies, programs and technology deployments from the outset of their development.” As noted in the report, then-Secretary Janet Napolitano said in 2011 that the DHS “builds privacy and civil rights and civil liberties protections into its operations, policies, programs and technology deployments from the outset of their development.” Well, at least he didn’t copy her answer verbatim.
