And, here in lies most of the problems with Hagerstown today. I understand going after the bigger fish, but when you give a guy 5 years and suspend all but 4 months, which he apparently did while waiting on his hearing, what does this teach our criminals? Its time to rid our town of these parasites.....once and for all. Watkins should go away 4 ever!!!! Its time for the States Attorney to stop making deals with these scumbags and push for maximum sentences in every case.
