Ang nasa baba po ay isang sistema ng pagtutulungan natin sa panahon ng emergency na ating paiiralin sa ating samahan. Sanay maging kapaki-pakinabang sa ating lahat. EMERGENCY RESPONSE OPERATION SYSTEM (EROS) Purpose Lives and properties could be saved by a timely response and/or assistance by a “friend”. Or, at least we can make things easier and safer for anybody among us during an emergency situation. EROS is formed to establish a cooperative effort among members of the Facebook Group of Reject RPT20 Movement in dealing with possible emergencies which anyone may encounter any time, any day. Members may also render communication assistance to non-members, i.e. motorists in distress. Obligation of Members ALL members who are ON are obliged to stand ready to work jointly and cooperatively with fellow members in rendering assistance, thru COMMUNICATION, when an emergency occasion requires. Any other assistance (physical, financial, etc.) which you may wish to render is purely voluntary in your own capacity as an ordinary citizen. Also, stand ready to be of assistance on a courtesy basis (no monetary gain is expected). Courtesy begets courtesy. The shoe may be on the other foot next time. Note: Under no circumstance should you ever assume that you are an authority unless you have the proper credentials to prove so. Procedures The following are suggested ways of dealing with possible emergencies which you may encounter. 1. SUGGESTED CAR ACCESSORIES AT ALL TIMES: 1.1 Jumper cables 1.5 Fire extinguisher 1.2 Tow rope 1.6 Road map 1.3 Flashlight 1.7 Whistle 1.4 Tool box 1.8 Cell phone The items entered in this section are understood to be over the standard emergency equipment of any production sedan. 2. DOWNED FOUR-WHEELER Definition: Any motor car at a stand still because of mechanical malfunctions, and/or off the road with occupants visibly present. 2.1 Determine visually if a motor car is in need of assistance by giving it one pass. 2.2 If so, advise your intention to any group member (who can anchor the situation). Inform the anchor of your location and general description of the vehicle you intend to assist. 2.3 Come around for a second time and park behind the vehicle you intend to assist and turn on your emergency flashers. CAUTION: Unless you are absolutely sure that the situation is legitimate, do not attempt this maneuver alone. Furthermore, we leave it up to your common sense to judge whether or not you can indeed be of help. 3. COLLISSION ACCIDENTS: 3.1 Make one pass on the scene to determine whether or not your assistance is necessary. 3.2 If not, advise anchor of the location of the accident, plus the immediate traffic situation around it. 3.3 If yes, ensure first that you have someone who can anchor with a telephone/cell phone. 3.4 Park away from the scene of the accident to avoid compounding a possible traffic problem. 3.5 Never get in the way of two arguing parties unless you are sure that you can manage the situation. 3.6 Never request for a traffic investigator unless the two arguing parties accede to the presence of one. 3.7 If you request for a traffic investigator, stay on the scene until he arrives. 3.8 Meanwhile, assist in managing the immediate traffic situation in the area. 3.9 Never allow either party to move his/her vehicle from the point of collision. 3.10 Disengage once proper authorities arrive. REMEMBER: If you want to attempt this maneuver, use your judgement and common sense. Know how to command the situation properly. 4. COLLISION ACCIDENTS INVOLVING INJURED PARTIES: 4.1 This emergency is always classified as a CODE RED condition for you IF you are rendering assistance. 4.2 If you are to assist in the transport of injured party, make sure of the following: a) that the injured person can be transported in your car without further injury caused by body movement. If unsure, request for medical help and make sure that the injured person is kept still REGARDLESS OF WHERE HE/SHE MAY LAY. b) that all the personal valuables of this person are properly secured. 4.3 Always make sure that you have a back-up mobile in this emergency in the absence of any authority. REMEMBER: The most difficult problem to cope with in this type of emergency is crowd control. Use your common sense in assessing the condition and COMMAND THE SITUATION. 5. FIRE 5.1 This emergency is always classified as a CODE RED condition if you are rendering assistance. 5.2 Engage the assistance of an anchor right away. A home or office based member using a personal computer and with a landline and cellphone is the ideal anchor and should control all communication during this emergency. 5.3 If you are the first on the scene, never allow your car to get snarled up in the traffic usually present in these emergencies. 5.3.1 Assume a vantage position where you can report the general condition of the fire area. 5.3.2 Never get in the way of the fire trucks. 5.3.3 If you are rendering assistance to a mobile already on the scene, assume a second vantage point from where you can report in the condition of the general fire area. 5.4 The task of any additional responding mobiles should be as follows: 5.4.1 Locate and station your car near the closest fire hydrants to the scene. Normally there are several, and advise the anchor the general traffic in these areas. If you need assistance in rerouting traffic in these local areas, request for proper authorities if you are not qualified to do so and always coordinate with said authority advising him of your communication capability. 5.4.2 Ensure that the fire trucks have a free run between fire hydrant and fire scene by locating yourself along this run and advising on pertinent traffic developments. 5.4.3 The general fire scene will normally be blocked off by the proper authorities. A mobile should be present at all reroute points to update the authorities on whatever new information may be passed on to you. 5.4.4 Mobiles should also be present along the reroute arteries to assist in the proper management and flow of traffic. If you are not capable of handling any situation, do not hesitate to ask for assistance. 5.4.5 When possible, there should be one mobile right on the fire scene coordinating with the fire superintendent. REMEMBER: NEVER EXAGGERATE OR MAGNIFY ANY SITUATION and curb the tendency to get excited. 6. CRIMES AND OTHER CIVIL DISORDER 6.1 Unless qualified to do so, never attempt to pursue or apprehend any lawless elements. 6.2 If you are witness to the scene of the crime, take down all pertinent information, ie: suspect, car description, plate numbers, direction of escape, time of incident, etc. 6.3 It is your discretion to qualify an incident a CODE RED or not. Use your better judgement and report the incident OBJECTIVELY. Never sensionalize. 6.4 Should the opportunity to tail a suspected escape vehicle open up to you, do so if you wish, but maintain a comfortable safe distance. Relay all information on movement and directions to a base for proper cross coordination with the authorities. REMEMBER: Your task is only to assist in the proper relay of all information. You are neither a child playing cops-and-robbers nor the Miami Vice. 7. PERSONAL EMERGENCIES 7.1 Determine first the extent and nature of assistance which you may need. If you can handle your personal emergency without requesting for assistance, do so. However, ADVISE YOUR LOCATION AT THIS TIME. 7.2 Your own emergencies can range from a simple fuse problem to a complicated towing requirement including any of the possible in- betweens. 7.3 Since it is your prerogative to establish your own assistance requirements, know when your situation warrants a CODE RED or not. REMEMBER: Even though the closest REJECT Friends will respond to assist you, it is not your right to impose on his time since he may also have other urgent priorities. 8. EMERGENCY COLOR CODE CODE RED – our member involved in an accident. Or our member is in distress and in need of help. CODE BLUE - an accident, a calamity or disaster – public welfare is involved (including us). CODE GREEN - a person is in need of help. He or she needs an assistance. CODE ORANGE - Dangerous (warning) CODE MAROON - Negative CODE YELLOW - Positive 9.
