Angara pushes another 5% discount for underprivileged students by Estong Reyes Jul 14, 2013 1:59pm HKT ASIDE from 20% off on fare during school days, Senator Juan Edgardo Angara filed a bill seeking to give another 5% discount to students from underprivileged families. Under Senate Bill 60, underprivileged post-secondary and tertiary students shall be entitled to a five-percent discount on food establishments, medicines, textbooks and school supplies, tuition fees, miscellaneous and other school fees. “Not all deserving and underprivileged students who were able to get scholarships, grants or loans get to finish their education because they lack the financial capacity to spend for their basic needs and other expenses related to their schooling,” Angara pointed out. “We want to ease the economic difficulties of most of our less-fortunate families. To help them cope with the high cost of education and daily school expenses by granting various discounts to underprivileged students, we came up with this proposal,” he added. The Commission on Higher Education (CHED) and the Technical Education and Skills Development Authority (TESDA) will be in charge of determining the qualified tertiary or college and post-secondary tech-voc beneficiaries. However, underprivileged students who fail to finish the course, or have stopped their schooling, or even those who were previously convicted for any crime are not covered in this bill. Angara, during his 9-year tenure as the representative of the lone district of Aurora, is a known advocate of education and youth in the Lower House. “If passed into law, this Senate bill will definitely encourage students from financially-struggling families to pursue their dreams by finishing their college education or their vocational trainings,” the lawmaker said. admin chiz
