Animal Shelter probe nearing conclusion BY KRYSTAL JOHNS 810-452-2601 • kjohns@mihomepaper LAPEER — After the public portion of the County Commission meeting on Thursday, the board went into closed session to hear a report from Robert Nyovich of Birmingham-based firm McConaghy and Nyovich, who has been conducting an independent investigation into operations of Lapeer County Animal Control and its chief, Carla Frantz. At this point, according to county administrator John Biscoe, the external investigation is complete, but administration is still reviewing Nyovich’s reports as well as policies and more. “It may lead to more questions,” said Biscoe. “I think we’re reaching some conclusions.” Concerned citizens have spoken up at the past few commission meetings, and they’re now waiting to see what happens. Sherry Baker, a volunteer at the Lapeer County Animal Shelter, spoke during public time at Thursday’s meeting, expressing concerns that nothing has been done. She claimed she has not been allowed to give food or water to the animals at the shelter and she feels they are being neglected simply because of the concerns that have been brought up about Frantz and the shelter. “It’s getting worse instead of better up there,” she said. “These dogs have done nothing to deserve this. It’s retaliation against us ... I’m frustrated. I don’t know what to do. We need help.” Complaints against Frantz include possibly not following policies regarding euthanasia of animals at the shelter and allegedly breeding animals at her home near Capac. County officials said they understand that the people want answers, but they don’t want to speak prematurely. “I personally think an investigation needs to be completed before we make a determination,” said commissioner Dave Eady on Thursday. Biscoe did not want to say when the final report on the investigation would be ready for fear something else would come up that needed to be looked into. “This thing has been pretty ugly,” said commission chair Gary Roy. “We will get to the bottom of everything.”
