Another county in Virginia is going no-kill at its shelter. In April, the Spotsylvania County Board of Supervisors voted unanimously to adopt no-kill as a goal. They also voted to build a new shelter. This fantastic turn of events wasn’t the result of some long drawn-out campaign. Instead it was an example of leadership.
