Illinois plans to close all state-run residential care facilities (institutions) for the disabled, like the Murray Center, and placing the disabled either in family home care or CILAs center for independent Living arrangements. So, the money that the state gets to close the institutions is supposedly used to give stipends to parents and CILAs to pay for housing. Parents who receive this stipend are being forced by Gov.
