Another good one from Charles M. Blow! Theres something terribly wrong with this sequence of events (not to mention the fact this cop had killed before!): The dashcam video shows the young police officer, Grant Morrison, approaching the passenger side of the car and immediately saying: “Hands up. All four of you, hands up. What were you doing?” Then Morrison asks one of the occupants his name. “Richard,” a voice can be heard to reply. Morrison repeats his command that everyone put their hands up or else he’s going to shoot. He draws his gun, and fires three shots into the car, and again yells, “Hands up! Hands up!” Richard Ramirez is shot. His lung is punctured. The encounter lasts about 30 seconds. The drawing of the gun is a powerful step of escalation, and can be expected to achieve compliance in all but the worst scenarios. Why immediately discharge it, then again order hands up? It sounds like he didnt give them time to respond to threat of gun before firing it.
