Another word from the Halls of Putnam Injustice is that Chief Deputy Kenny Downs and other select employees are taking early retirement through the States DROP program and getting fat payouts, but keeping their high-paid positions as contract employees (without a written contract, and without advertising and allowing anyone else to apply for the position) but are able to hide this because theyre being paid by an outside payroll company. That would be double-dipping at its finest - but surely tbey are not doing that or breaking the law.
