Any Carroll County dog lovers want to talk about this? The Maryland General Assembly passed a bill today that would hold a dog owner liable -- regardless of breed -- if their dog bites someone. This is due to a controversial 2012 court ruling that stated that pit bulls were inherently dangerous, and that an owner should be held liable if their pit bull bites someone. The bill would leave it up to a jury to decide whether an owner should have known that a dog was dangerous -- regardless of breed. The bill was sent to Gov. OMalley for signature.
