Apparently, some local governments determine speed limits by measuring the average speed of cars on the road and setting it at the 85th percentile. Others choose a more arbitrary method where they decide the speed at which they think most drivers would feel safe traveling. Interestingly enough, the second method is termed the rational one, since it results in apparently higher limits and thus more compliance then the first. Im currently reading more of the article.
