Application for the Position of CIOs TERMS OF REFERENCE Chief Information Officers (CIO) Regime Ministries, Agencies and Commissions BACKGROUND The Government of Liberia (GOL) has made significant progress in the use of information and communications technologies (ICT) to govern meticulously and provide services to citizens and businesses. The Telecommunications Law of 2007 liberalized the Telecommunications sector. The Telecommunication and ICT Policy adopted by the Cabinet in June 2011 provides the framework to promote sector growth and development, advance strategies, Universal Access and Policy to direct government institutions and others concerned to aggregate resources and invest it in the necessary infrastructure for the promotion of ICT services among others. Several ministries are trying to make progress on the use of ICT to manage and deliver services more effectively and efficiently. The undersea ACE cable arrived in Liberia and is providing high speed, affordable broadband connectivity to the nation. Also, the National Capacity Building and Liberia Rising Vision-2030 Planning initiatives recognize the important role that ICT infrastructure and service provision will play in the social and economic reconstruction of Liberia. With all these developments, Ministries and Agencies have had to act without cross-ministerial management of ICT, resulting in a variety of procurements not taking advantage of economies of scale across the GoL; Software applications are not interoperable in critical ways to enhance the GoL’s effectiveness and efficiency; and generally do not reflect best practices for government use of ICT. Several ministries are moving ahead in their decisions regarding the use of ICT related to development, but with no cross-ministerial management and support of such decisions. The Ministry of Posts and Telecommunications (MoPT) as the ICT and Telecommunications sector head Ministry is facilitating the establishment of the Chief Information Officers (CIO) Regime across the GoL, which will serve as the principal organ for improving practices in the design, modernization, use, sharing, and performance of GoL information resources. The CIO Regime will have the responsibility to develop information technology architectures. The CIO Council will develop GoL Enterprise Architecture Framework to promote shared development for common GoL processes, interoperability, and sharing of information among the Ministries, Agencies, Commissions (MACs) and other Governmental entities. In serving the strategic needs and direction of GoL, the CIO Regime will seek to develop, maintain, and facilitate the implementation of top-level enterprise architecture for GoL. emansion.gov.lr/doc/CIO-ToR.pdf
