Are psychological interrogation techniques contained within the CIA? Was the fact that the CIA being in danger of budget cuts fueling a desire to form splinter cells? With covert action being a high priority of the CIA, could an entity such as this truly be dissolved? US military bases are used by the CIA, could technology be stolen and ultimately end up in the hands of private entities? What psychological affects would subjects exhibit under duress of interrogation techniques? What would bar a controller of these techniques from practicing them at will and under any context?
