Are you fearful of an Ebola outbreak? It is not the Ebola that you should be fearful of, it is our government you should be fearful of. Anyone remember the House Pandemic Bill in this State, it used the Civil Defense Act of 1950 to declare Martial Law in this State if there was a Pandemic or any other threat. The governor has the power to declare an emergency exists which is detrimental to the public health and impose Martial Law. Yes, anything that is detrimental to the public health, from obesity to an actual Pandemic or the threat of Pandemic, any force may be used... (b) Upon declaring a public health emergency or state of emergency, the governor may activate the state comprehensive emergency management plan and its associated processes, including authority pursuant to chapter 639 of the acts of 1950. Such declaration may authorize the deployment and use of any forces to which the plan applies and the use or distribution of any supplies, equipment, materials, and facilities assembled, stockpiled, or available. (c) During such public health emergency or state of emergency, any person who renders assistance or advice during the emergency as provided in section 1 of chapter 258 shall be protected from liability to the extent provided by chapter 258.
