Are you in favor of institutionalizing Honor System in public service? In exchange of high remuneration of their efficient and dedicated services I had been recommending and pushing that all our govt servants be afforded with high wages, salaries, honoraria and other perks so long they serve well the country and the people and that all of them shall agree to be subjected under an honor code which states, I will not lie, cheat or steal nor tolerate among us those who do The mechanics on how an Honor System shall work are as follows: 1. all government agencies, LGUs, departments, bureaus, commissions and their instrumentalities shall elect among themselves a 9-member Honor Committee -- 8 members and one chairman who will try cases of honor violations which range from LYING, CHEATING, COUNTENANCING OR TOLERATING THOSE ACTS--meaning mere knowledge alone that one knows that his colleague or superior had LIED, CHEATED OR STOLEN SOMETHING, the former regardless of his stature or rank within the organization is duty bound to report such act to the Honor Committee. The HC trying the case, needs to promulgate a unanimous vote without any abstention.(or somebody abstaining from voting.) 2. if the accused is exonerated or found not guilty, he will return back to work. 3. if found guilty, the HC-Chairman will have pep-talk with the guilty suspect and offer him the following options, namely; 3.1. resign voluntarily, get separation pay and honorable dismissal from the service or 3.2. remain to be ostracized by his peers and face administrative and criminal charges at the proper courts of jurisdiction.
