Army clarifies guidelines on Individual Clothing Individual Equipment By Philippine Army Public Affairs Office The Philippine Army clarifies the guidelines on Individual Clothing Individual Equipment (ICIE) so as to prevent misconstrued discourses on the inadequacy of equipment for soldiers in battle. In the Letter Directives dated 20 July 2011 on the measures for the proper utilization of Reenlistment Clothing Allowance (RCA), it was clearly stipulated that all Army soldiers are entitled to receive the RCA to be given “in-kind and in-cash” upon reenlistment to service. The RCA given “in-cash” at P8, 281.85, while the RCA given “in-kind” at P4, 084.00. The RCA “in-kind” were translated to two sets of Battle Dress Attire (BDA) that amounted to P2, 704.00 (P1, 352.00 per set), and one pair of combat boots at P1, 380.00. Each reenlisted personnel is entitled to such benefits every three years, which is also the period to which soldiers must renew their oath to serve the country. Every soldier is required to utilize the RCA “in-cash” to purchase more sets of BDA in case those provided through the RCA “in-kind” had already been worn out. Meanwhile, another Letter Directive dated August 03 2009 stated the implementing guidelines on the Direct Exchange (DX) system wherein Army personnel with certified worn-out uniforms and bushed equipment can directly exchange to new and functional ones with the reactivated and accredited Army Stores PA-wide. Apparently, there is no reason to debate on the insufficiency of individual combat clothing and equipment for Army personnel. Directives have been properly distributed from the headquarters down to the battalions in the field, and to reiterate, RCAs are provided to each Army personnel upon reenlistment. While it is the concern of the individual soldiers to see to it that they have new uniforms through the DX and new provisions from the Command, they will still choose to wear their oldest, if not worn-out, pairs because wearing new ones in the battlefield can bring unease since they would still have to mind if their uniforms are well ironed or in the best condition. It is imperative to all soldiers that they are wearing their most comfortable clothing during combat. As well, most soldiers would also use their luckiest uniforms before risking themselves in the line of unpredictable fires. If being lucky to come out alive after a nerve-wrecking battle means wearing their most tattered uniforms, then why not? The Army recognizes the fact that challenges are always present, however, the Command is doing its best to come up with various programs that put the morale and welfare of its personnel on top of its priorities. Most definitely, measures are in progress towards the achievement of its vision of becoming a world-class Army respected and loved by the people it serves.
