Arunachal Civil Society staged sit-in- protest against stapled Visa ITANAGAR,OCT 15 The Arunachal Civil Society (ACS) a registered Non Governmental Organization (NGO) based at Itanagar, Arunachal Pradesh staged sit in protest against stapled Visa issued to People of Arunachal Pradesh by Chinese at Jantar Mantar , New Delhi . ACS demanded that Government of India to resolve the controversial stapled visa issue with China by 31st December, 2014 failing which ACS would compel to take the another protest on Republic Day 2015 at National Capital to express their long pending grievances. Chairman of ACS, Patey Tayum stated that “despite our voice against the Stapled Visa issue and Chinese repeatedly claim over Arunachal Pradesh, no concrete action has been initiated by Government of India (GOI) so far.” “However, keeping our hope on the leaders of world Largest Democratic country, Arunachal Civil Society (ACS) on behalf of the denizen of Arunachal Pradesh would like to know from the concerned authority of GOI regarding initiatives and a mechanism that had been taken since the first incident of Stapled VISA issued on 1981,” Tayum further asserted. The Protest was supported by Arunachal Student community from Delhi, Punjab, Gurgaon , Faridabad (Haryana) and other student communities. Further, in a memorandum submitted to PM Narendra Modi, External Affairs Minister Sushma Swaraj and Union Minister of State for Home Affairs Kiren Rijiju on Wednesday, ACS submitted following facts, point of contention and demands and appealed for the concrete and positive response at their end. I. Facts: i. In October 1981, China refuse to give visa to member of Indian Parliamentary Delegation TL Rajkumar, speaker of Arunachal Pradesh Assembly to an Asian conference of parliamentarians on population and development ii. In 2006, Chinese candidly and boldly claimed Arunachal Pradesh as its territory. iii. In 2007, China had denied visa to senior IAS officer Gonesh Koyu who was a member of a 107-strong IAS officers team on a management programme to China. iv. In 2007, India again had to drop four delegations from Arunachal Pradesh namely Lohit legislator CP Namchoom, IAS officers Tajom Taloh and Tape Bagra and an officer Tasso Butung from an official 48-member delegation that visited China at the invitation of Vice-Director General of the Science and Technology Bureau in Weifang in Shandong province. v. In the year 2008, GoI issued visa to four Chinese engineers to work at Kharsang oil field at Changlang district of Arunachal Pradesh. vi. In 2009, the Chinese Government reclaimed its authority over Arunachal Pradesh and Jammu and Kashmir boldly by issuing its policy of issuance of stapled visa to the resident of both the State. vii. In 2011, Indian Weightlifter Yukar Sibi hailing from Arunachal Pradesh was invited by International Weight Lifting Federation at Beijing but his talent and dignity was completely curtailed when he had been issued stapled visa. viii. In August 2013, the Chinas Peoples Liberation Army intruded Chaglagam area and further not only entered 20 km inside the Anjaw district but camped for nearly four days. ix. In October 10, 2013 two Archers Mihu Maselo and Yumi Sorang from Arunachal Pradesh were issued stapled Visa and prevented them from visiting Wuxi, Youth World Archery Championship. I. Point of contention i. Why China continues to issue stapled visas to people of Arunachal Pradesh when it is an accepted fact that Arunachal Pradesh is an integral part of India? ii. What are the recorded deliberations between India and China to resolve Stapled Visa issue so far? Government of India must appraise the people of Arunachal Pradesh on the same. iii. Why Government of India could not resolve the issue of Stapled visa in the long duration of thirty three years? iv. What are the preventive measures had been taken by Indian Govt. to impede the Chinese repeatedly claim over Arunachal Pradesh? v. Why Government of India is maintaining solace silence on continuous intrusion of PLA in Arunachal Pradesh? vi. Why special visa has been issued to engineers from China to work in Arunachal Pradesh when Peoples Republic of China (PRC) is not hesitating to issue stapled visa against the people of Arunachal since 1983? vii. What are the substantiate measures the concerned sports authority has ensured for the athletes from Arunachal to participate in international events, especially in China? viii. What are the measures initiated by Indian Government when delegates from Arunachal Pradesh are denied of visa to travel to China? ix. Why Indias stand has been discriminately different for the people of Arunachal Pradesh and rest of India on issuance of visa? II. Charter of demands i. ACS demand that the Government of India to immediately instigate mechanism to resolve the Stapled VISA issue with the People Republic of China before 31st December 2014. ii. What is the current status of stapled VISA issue with Chinese counterpart and the actual reasons behind the delay in resolving Visa issue with Chinese authority? iii. ACS strongly demands that until the Staple Visa issue is not resolved, the Government of India must not permit any Chinese citizens to visit Arunachal Pradesh, the 25th State of the Union of India; as it was permitted in the year 2008 to four Chinese engineers to work at Kharsang oil field at Changlang district of Arunachal Pradesh. iv. ACS demands that Government of India and concerned authority of Sports Department to instigate an effective mechanism to confront the visa issue for the Sports person and delegates from Arunachal Pradesh till Stapled Visa issue is resolved. v. ACS seeks to be acquainted with, whether Government of India has made any policy with the state of Arunachal Pradesh to resolve the Problem of Staple Visa. vi. ACS demands that the Government of India not only prohibit resident of Arunachal Pradesh but all Indians to visit China.
