As ASSad knew that monies can move mountains now ISIS know that too, now they know how to build their empire, they have been since a while buying investment like gas stations and anything makes money ( not like the stupid ASSad who piled his money outside the country), they also invested in people like soldiers who they paid them more than the sectarian government of Maliki, and vous allez, here it is ISIS strong and has income which allowed her to win.
