As Adam Smith said, its not from benevolence that we get our daily bread, and its not from malevolence that we get the bad laws. If the representatives in Washington vote these bad laws, its because its in their own self interest to vote them; and its in their own self interest to vote them because its been proven to be a way to get elected. Ultimately, the congress is going to do what we the people ask them to do, and its ultimately because we the people have been mislead on these matters because we have thought that the way to solve problems was to turn to Washington and Washington has been ever-ready to undertake an answer to those problems. So I dont see any long run answer to the problems other than public understanding and public recognition of the problems. --Milton Friedman
