As Britain appeared to lose a key ally in its battle with the EU, with the Netherlands suggesting that it would meet the demand on it for an extra payment, the prime minister insisted that Britain would not pay the full £1.7bn demanded by the commission. ------x------ In his statement to MPs the prime minister made clear that he was prepared to risk fines from the EU which could run into millions of euros by refusing to pay the extra £1.7bn which is due by 1 December. A penalty would start at 2% of the outstanding amount before rising by 0.25% every month. The sum of £1.7bn is based on an upward revision of Britain’s gross national income (GNI) by the Office for National Statistics. The new figures were agreed with Eurostat, the European statistical agency.
