As Congo prepared for its rendezvous with electoral destiny, Ugandas Yoweri Museveni, who in 1986 told his country that the problem of Africa in general and Uganda in particular is not the people but leaders who want to overstay in power, entered his twenty-sixth year as that countrys president, determined to secure a victory over his former personal physician, former soldier and Forum for Democratic Change leader Kizza Besigye.
