As Germany phases out its nuclear fleet because of safety concerns the European country is considering enacting a capacity power market, where merchant generators are paid a flat rate regardless of whether or not their plants are actually supplying electricity to the grid. Since the country is becoming more dependent on intermittent renewables like wind and solar, the grid needs a steady supply of dependable power from coal or natural gas. However, as the price of renewable electricity gets lower, partly due to government subsidies, energy companies are finding it less economical to continue operating fossil fuel-powered plants.
