As I am getting ready for a conference on hate speech again, I am reminded: In some cases, those punished for engaging in hate speech have been members of groups long victimised by racist policies and rhetoric, prosecuted for uttering race-based incentives against those whom they perceive as their racist oppressors. Thus, for example, it is ironic that the first person convoked under the United Kingdoms Race Relations Law criminalising hate speech was a black man who uttered a racial epithet against a white person.
