As I suspected the Governments plan is to convert the hard shoulder to a permanent running lane, with emergency refuge areas, similar to the southeast section of the M25. This not very smart, on the M25 the refuge areas are between a one to one and a half miles apart. What happens when a car breaks down between these refuges on a dark and rainy night at about 11pm, with nowhere to pull over and the HGV travelling at 60mph behind does not see it because the cars electrics have failed and all the lights have gone off, very clever thinking by the Highways Agency! Even with a hard shoulder there is no guarantee that a broken down vehicle wont get hit but at least you have a chance of getting out of the flow of traffic.
