As I’ve earlier pointed out, there’s really no need for legislators to have a fund allocation for local projects and programs. There’s a bottom-up and fully participative process for identifying projects and programs in the local development councils starting from the barangay, municipality, province and region. The role of the legislator is to ensure that projects and programs proposed by these local development councils are funded and, should funds be insufficient, the reduction is proportionate and fair across the regions, provinces, municipalities and barangays of the country. The only reason why legislators want to have a fund for themselves is so they can use it for patronage to secure political loyalties as well as some kickback if still possible. P-Noy should put his foot down on this consistent with Matuwid na Daan. Here he has a chance to make patronage politcs a thing of the past. He can then follow this up with the necessary electoral reforms so we may finally modernize our political culture.
