As Maria Kiwanuka & President Museveni were busy fooling Ugandans that the country is funding 80% of its budget, the Auditor General has revealed that there are 13 new loans equivalent to sh 1.3 trillion had there loan agreement signed without the parliamentary approval reportedly to fund the budget contrary to Section 20(3) of the PFA Act 2003 which states & conditions of such loans shall not come into operation without parliamentary resolution.
