As a post graduate in Economics and having studied the planning as a subject i feel that Narendera Modis Proposal to revamp or reform or reconstruct the planning commission and its functioning is a welcome step after due debate deliberations involving all the state holders, but not in one sided and arbitrary manner. Total scraping of planning commission is not a wild step. It stood the test of the time more than 6 decades and played an important role in modernizing India, economically, industrially and technologically in a planned and sustained manner having been the brain child of the grate visionary of Modern India, Sri Pandit Jawaharlal Nehru, the first prime minister of India. Abolishing planning commission for political reasons or in antagonism to Nehru is not a correct political step. There are defects in functioning of planning commission. Long back Sri N.T.Rama Rao, the then Chief Minister of Andhra Pradesh castigated the functioning of the planning commission and demanded its abolishion as there was no role for the states in preparing National Plans. Though they are the instruments of implementation. Modis call for great participation of the states in National planning of development is appreciable. Without going for the total scrap of planning commission, the restructuring of its composition, functioning and decentralization of decision making upto Zilla Parishad level involving all the states in the process will meet the requirements that are put up by the Prime Minister Modi. The objections raised by the opposition parties are also reasonable and must be appreciated and taken into consideration. Importance should be given to the institutions and not to the persons.
