As per Article 341 and 342 of the Constitution, the President after consultation with the Governor (Administrator), by public notification, specify the castes, race or tribes or parts of or groups within castes, races or tribes which shall for the purposes be deemed to be Scheduled Caste & Scheduled Tribes in relation to the state or union territory. But its a sorry state of DNH that since six decades the administration has been issuing caste certificate for SC, ST and OBC without having its own guidelines, the only place in India. To collect revenues, the administration has always been proactive with their robust rules & regulations and policies levying taxes on Excise, VAT and so on and also making sure it gets implemented. So why turning a blind eye on this social justice issue ? It seems even the Elected Representatives were not keen to address this serious issue which has serious consequences, if misused. Administrator should immediately appoint a committee consisting of civil servants, panchayat members and civil society representatives to draft guidelines for issuing caste certificate of SC, ST and OBC as per the provision in the Constitution.
